Paphos is the most sought after investment destination in Cyprus, and not by accident. It strikes a rare balance between comfortable entry prices and residential demand that holds up all year round. The international airport operates in every season with direct flights to London and to most major European cities, the flight from the UK takes around four and a half hours, and the city is home to a large international community that continues to grow.

Beyond convenience, Paphos offers real infrastructure rather than promises alone. A UNESCO world heritage site sits at the heart of the city, there are university campuses, medical centres and international schools, and in 2017 Paphos served as European Capital of Culture, which channelled substantial regeneration budgets into the town centre. For an investor, what already exists matters at least as much as what is planned.

Cyprus is also an unusually easy market for a British or international buyer to read. The legal system is based on English common law, contracts and land registry searches are handled in English, English is spoken almost everywhere, and cars drive on the left.

The financial side, why the numbers work

Cyprus is a member of the European Union and offers a comfortable tax environment: a low corporate rate, Non Domiciled status which grants exemption from tax on dividends for seventeen years, and an extensive network of double taxation treaties, including with the United Kingdom and with Israel, that prevent you being taxed twice. Alongside this, new build purchases run on a staged payment model tied to construction milestones, which keeps the cash flow manageable.

It is only fair to state the other side as well. Cyprus is a small market, selling is slower and less liquid than in London or Tel Aviv, and the costs around a purchase, transfer fees, VAT, legal fees and registration, add several percentage points to the headline price. We set all of these out in advance when we model a yield, because an investor who discovers a cost after the fact stops trusting the person who sold to them.

Rental yield in Paphos

The Paphos rental market runs on two engines that work in complementary seasons. Short term letting to tourists enjoys high occupancy through most months of the year thanks to a mild winter, and long term letting is fed by the relocation community, by students at the newer campuses and by international workers. That combination steadies the income even when tourism dips.

What the numbers actually say

We prefer to publish conservative figures and keep them separate, rather than quote a single inflated number. On long term lettings, the average gross yield in Paphos currently sits at around 4 to 4.5 per cent, close to Larnaca and a little below Limassol. On the new developer projects we market, the realistic range is 5 to 9 per cent, thanks to location, specification and a higher level of demand. Yields of 11 per cent and above do exist, but almost always within managed holiday letting schemes, where the risk, the maintenance burden and the dependence on season are of an entirely different order.

Capital appreciation runs alongside the ongoing income. Property prices in Cyprus rose by around seven per cent over the past year, but that is not liquid until the property is sold, so we always present it separately and never roll it into the yield figure.

Choosing the location is the decision that affects the return and the resale more than any other. Every area in Paphos has its own character and the investment purpose it suits, and the right question is not which area is best, but which area fits what you need the money to do.

Development and infrastructure, what is coming

Paphos is in a period of real development: a planned international marina, a new highway of around thirty one kilometres towards Polis and Latchi at an estimated cost of some three hundred and thirty million euro, an upgrade to Latchi harbour, and smart city schemes covering traffic, lighting and water management.

And here the truth matters. A development plan is a plan, not a guarantee. Infrastructure projects are delayed, altered and scaled back, and timetables are almost always longer than announced.
